- 1/4 cup all-purpose flour
- 1 egg
- 2 green onions (finely chopped)

Instructions
- In a mixing bowl, combine rice flour, all-purpose flour, baking powder, salt, and black pepper.
- Whisk in cold water and egg until smooth. Fold in shrimp, green onions, cilantro, and mint.
- Heat oil in a frying pan over medium-high heat.
- Drop spoonfuls of batter into the hot oil and fry until golden brown on both sides.
- For the dipping sauce, mix fish sauce, sugar, lime juice, warm water, minced garlic, and optional chilies.
